- Currently it has entered the global era that allows the public to use and utilize information and communication technology (TIK), where the community is actively involved in collecting, producing and delivering information for various purposes. Information is a major need for everyone. Information is increasingly needed by many people to develop personality in their social environment. This condition certainly must be responded to and responded positively by various public institutions, including the government. Where the public today is more critical and intelligent in demanding various rights, including the issue of Public Information Openness (KIP). The theoretical basis used by researchers in this study is the theory put forward by Scott M. Cutlip, Allen H. Center, Glen M. Broom in his book entitled Effective Public Relations which describes 7C in Public Relations communication in order to create effective communication between Public Relations and the public, and also reinforced by the Public Service theory proposed by Lijan Poltak Sinabela, et al. In his book entitled Public Service Reform Theory, Policy, Implementation. This study uses a qualitative approach with constructivism paradigm and descriptive research type. The research method used is a case study by interviewing informants. The results of this study discuss the role of PR of the Secretariat of the RI Cabinet in implementing Public Information Openness (KIP) through Twitter @setkabgoid social media as in the identification of problems carried out by researchers. Thus, the researcher is able to describe the role of Public Relations of the Secretariat of the RI Cabinet in the implementation of its implementation. This study concludes that the role of Public Relations of the RI Cabinet Secretariat which is carried out as a form of implementation of Public Information Openness (KIP) through social media Twitter @setkabgoid has been carried out quite well based on 7C Communication Public Relations in order to create effective communication, only the communication is still one direction. Saat ini telah masuk pada era global yang memungkinkan publik untuk menggunakan dan memanfaatkan teknologi informasi dan komunikasi (TIK), dimana masyarakat terlibat aktif dalam mengumpulkan, menghasilkan, dan menyampaikan informasi untuk berbagai kepentingan. Informasi merupakan kebutuhan utama bagi setiap orang. Informasi semakin dibutuhkan oleh banyak orang untuk mengembangkan kepribadian pada lingkungan sosialnya. Kondisi ini tentu harus disikapi dan direspon positif oleh berbagai lembaga publik, termasuk pemerintahan. Dimana publik hari ini lebih kritis dan cerdas dalam menuntut berbagai hak-haknya, termasuk soal Keterbukaan Informasi Publik (KIP). Landasan teori yang digunakan peneliti dalam penelitian ini adalah teori yang dikemukakan oleh Scott M. Cutlip, Allen H. Center, Glen M. Broom dalam bukunya yang berjudul Effective Public Relations yang di dalamnya menjelaskan tentang 7C dalam komunikasi Public Relations agar dapat terciptanya komunikasi yang efektif antara Public Relations dengan publik sasarannya dan diperkuat juga oleh teori Pelayanan Publik yang dikemukakan oleh Lijan Poltak Sinabela, dkk. Dalam bukunya yang berjudul Reformasi Pelayanan Publik Teori, Kebijakan, Implementasi. Penelitian ini menggunakan pendekatan kualitatif dengan paradigma konstruktivisme dan tipe penelitian deskriptif. Metode penelitian yang digunakan adalah studi kasus dengan melakukan wawancara kepada narasumber. Hasil penelitian ini membahas mengenai peran Humas Sekretariat Kabinet RI dalam mengimplementasikan Keterbukaan Informasi Publik (KIP) melalui media sosial Twitter @setkabgoid seperti pada identifikasi masalah yang dilakukan oleh peneliti. Dengan demikian, peneliti mampu menggambarkan mengenai peran Humas Sekretariat Kabinet RI dalam pelaksanaan implementasinya. Penelitian ini menyimpulkan bahwa peran Humas Sekretariat Kabinet RI yang dijalankan sebagai wujud implementasi Keterbukaan Informasi Publik (KIP) melalui media sosial Twitter @setkabgoid sudah dijalankan dengan cukup baik dengan berlandaskan pada 7C Komunikasi Public Relations agar dapat tercipta komunikasi yang efektif, hanya saja komunikasi yang dilakukan masih bersifat satu arah.
