  • Kota Tanpa Kumuh (KOTAKU) is one of the strategic program of Direktorat Jenderal Cipta Karya in order to accelerate the handling of slums by building collaborative platforms through enhancing the role of local government and community, which means that in every development program the community is expected to play an active role. Therefore, an evaluation of the KOTAKU Program is carried out through Community Self-Management Patterns with the aim of finding out the extent of the program and the role of the community in implementing the program. This study set out from the formulation of the research, about how the implementation of KOTAKU through community self-management patterns in Mamburungan, East Tarakan, Tarakan City and what are the inhibiting factors in the implementation of KOTAKU. This research is a qualitative research, using observation, interviews, documentation as data collection techniques. Interviews were conducted on people who could explain about the state Mamburungan before and after the implementation of KOTAKU. Data analysis in this study uses interactive model analysis from Miles and Huberman which includes the stage of data reduction, data presentation and data verification or conclusion retraction. The result of this study conclude that the implementation of KOTAKU in Mamburungan had been going well in terms of program implementation, but it was not going well in terms of community participation considering this program is one of the program from government that based on community.
