- In the mass media, especially newspapers, not only contains the event, but also ideas or opinions and issues therein. Mail reader is one of the most simple to see public access to the media, in this newspaper. Opinion community through a letter as a means of mediation in the mass media is which is very important to be addressed, not a trivial issue, and should recognized by the government, private organizations and individuals involved in the letter reader and this could be a means of social control. With the above phenomenon, a researcher with the method of content analysis to find themes - themes everything what is on the rubric "Metropolis Watch" issue of July 1 to July 30, 2009 and who Just being subjected to these rubrics. The literature review is to know from this is mass communication research, the press and its functions, newspapers, news, rubric, letter reader, opinions, social control and content analysis. In this study, taking the time Research July 1 to July 30, 2009, with consideration since the days of the study there were moments long vacation, so the means and public infrastructure is widely used and will often occur a violation of values - values social and out of the rules - rules that apply Like, public complaints about quality of food, beverages, goods, transportation, telecommunications, and banking, but also health services, population, electricity, drinking water, education and licensing services. With two category structure. Namely: Category theme, the indicator is the theme problem Moral Communities, Crime Theme, Themes Education Themes welfare and service Masyrakatya which is divided into two sub namely quality lelayanan and Clarification. And Target category. Indicator is the target of individuals and institutions. This study produced theme of Welfare and Community Services sub quality poor service has a percentage of 58.06%, 16.94% and Clarification, themes 12.9% Crime, Moral Issues Community theme and the theme of Education 7.28% 4.84%. As for the categories of targets, individual institutions 20.16% and 79.84%. From the results research category agencies target the most. A recurring theme in Kejahateeraan and community services sub problem bad service shows that the welfare and services in the can community is very low and service is less than satisfactory. So every there are only letter the publication of readers who complained about this problem. Here the reader letters bridge the society to deliver and inform problems appears in the environment community to participate and to control and kewaspaddan society is maintained. Institutions are here to both government and non government the target letters. Therefore they need to do evaluation in provide services and facilities to the public. So not only the function of newspapers convey information but also control the society. And therefore with the print media is expected to become one of the strengths movement that encourages the creation of moral mechanisms and institutions by state law and encourage active community participation to enhance the protection of the right - the right people.
