- The purpose of this study is to identify and analyze the factors which are related to human resources development (HRD) as potential causes to operational risk (that might occur) at the level of branch offices of ''Y“ Bank, and the strategy to cope with such problems in order to minimize or preventb such operational risk from happening at the branch offices and its relation to the human resources development. The method used in this study is the study case which illustrates the strategy of the human resources development in an effort to minimize the operational risk that happened in certain period of time, based on the actual facts. Analyses were made by the use of two approaches, namely : the analysis to various potential causes that create operational risk and SWOT analysis. The result of the study reveals that human resources aspect is the main influential factor encountered in the control of the operational risk at the branch offices of "X" Bank. The dominant factors have been the highest potential cause of operational risk that happened at the branch among them are : adequacy number of human resources which run the activities, the qualifications of the human resources themselves, the process of selection and recruiting them, the training and human resources development, their placement and career path, work performance appraisal, and enforcement of reward and proportional punishments. In order to eliminate such operational risk to happen at the branch, the effective strategy to be developed by "X” Bank is the strategy which leads to attempts to overcome the internal shortcomings in the field of human resources development by taking advantage the available external opportunities.
