- In the era of regional autonomy, library services have become the focus of attention in improving local public library performance. However, the service performance has not met with user satisfaction as we often hear complaints about poor services. This study aims to determine the extent of public library service performance in Tarakan using LibQual+� from user perceptions and expectations and factors that affect public satisfaction using LibQual+� dimensions that includes (1) a collection of libraries (information control), (2) the performance of library services officer (affect of service), (3) ease of finding information (personal control), (4) library facilities (library as place) and (5) library rules and regulations (rules library). The method used in this research is concurrent embedded method (unbalanced mix) by means of quantitative and qualitative mixing at the same time, but independent in answering similar problem formulation. Informant amounted to 13 people by using purposive technique and 94 sample of respondents by using proportionate stratified random sampling technique. The results shows that the performance of public library service area Tarakan �mediocre� by using the concept of IKP analysis (public satisfaction index) is only 64,34% area satisfied. Analysis IPA (Importance Performance Analysis) performance Kaperpus-KD has not given satisfaction on dimensions LibQual+TM is a collection of libraries (Information Control) where the dimensions of the IC is in quadrant III. Results show that the collection of books and up to date information is still lacking for users. Thereby it indicates that the performance of local public library service is just fair to give satisfaction category.
