- Alternative Dispute Resolution (ADR) has social and cultural fundamentals which are filly practiced up to present ghtly held until nowdays in Indonesian society in general and in Karonese comnruni~in parricular. In Karotiese comnruniry, this dispute resolution based on concensus is implemented through a form which is locally called runggun, namely a consensus jornl attended by the elements sangkep sitelu (dalihan na tolu), senina and anak beru. In the urban comntunity of Karoncse in both Kabanjahe ond Hrastagi, runggun still exist and is base fundatnental for development of other forms of alternative dispute resolution.Alternative resolution is always treated as the first resort in resolving of any dispute (either in civil law or criminal law). The success of alternative dispute resolution in urban community of Karonese among other things is supporred by their cultural and traditional customar law that is still tightly held for the importance of kindship relationship sangkep sire114 (perkaden-kaden) he here as the failure of alternative dispute resolution is principally caused by the lack of understanding of parries or mediators on negotiation and mediation techniques
