In Karotiese comnruniry, this dispute resolution based on concensus is implemented through a form which is locally called runggun, namely a consensus jornl attended by the elements sangkep sitelu (dalihan na tolu), senina and anak beru. In the urban comntunity of Karoncse in both Kabanjahe ond Hrastagi, runggun still exist and is base fundatnental for development of other forms of alternative dispute resolution.Alternative resolution is always treated as the first resort in resolving of any dispute (either in civil law or criminal law).
