- One of the efforts undertaken by the government in improving the quality of services can be seen through the ministry of making a birth certificate. A birth certificate is very important because it involves the identity and citizenship, as stated in Law No. 23 of 2002 on the Protection of the Child states that "the child's birth certificate into the rights and responsibilities of governments to fulfill ". This study aims to : ( 1 ) to find out the birth certificate service, ( 2 ) to describe the enabling and inhibiting factors in the birth certificate service.This study used qualitative methods, data sources are primary data and secondary data, data collection techniques through observation, interviews and documentation, sample collection techniques through purposive sampling, the validity of the data using triangulation techniques. The results showed that the birth certificate service by the Department of Population and Civil Registration Agency Batu City is in conformity with the standards of public service, which is a constraint for this lack of public awareness of the importance of document civil registration are a birth certificate, as well as operational facilities such as four-wheel vehicles ( service cars ) and limited budget allocations in the creation of websites population so that people can not take care of the birth certificate directly through the internet.
