  • Transpararency and accountabilities are the part of pricinciples in actualizing the good governance. The badness of public service quality caused of service-supply is not transparent and accountable yet in supplying the public service. One of service which is given by government is the service in permission side. Eventough, in Batu city also give the permission-service, such as: Permission in building-supply (IMB) which is arranged in PERDA No. 4 year 2011. So, this research purposed to know and describe about the transparency, accountabilities and problems in processing the IMB in Batu city. The writer used the qualitative method of research. The data source was from the primary and secondary data. The data collecting used observation, interview and documentation. The choosen respondent used snowball sampling. Analysis and Reduction, Presentation and Result-taking. The data validation used triangulation technique. The result of the research mentioned that the permission-service done by Badan Penanaman Modal (BPM) Batu city has been transparent but there was not the accountabilities yet. The problem were the minus of operational items. The number of workers which was not quote yet. Also it was not sufficient with the room preserved. There was still the discrimination in service and the minus of the person who process the IMB. So that, the service could not actualize the service excellent.
