- The regional government possesses the right to occupy land based on Usage and Management Rights. Both rights are attainable either through conversion or grants If the land owned by the government refers to Usage Rights then the utilization of the land shall be destined for official purposes only. On the other hand, if the land is based on Management Rights, then the purposes would be to divide the land to third parties based on Ownership Rights, Building Rights on Land or Usage Rights.
