- To be a hawker constitutes a final choice for a job seeker. A limited capital makes them unable to rent a space in a building, market or at a relatively expensive location provided by Regional Government of DKI Jakarta, besides they have to pay either illegal levies or face the risk of having less buyers. As profits are indeed difficult to gain, then they flock to the places where there are many buyers or to “pick up” buyers in places where they are forbidden to sell. They tend to change the beautiful and comfortable Jakarta into a messy town with a hectic transportation system, and it disturbs the social order. This paper discusses the relationship between the legal effectiveness and hawker maintenance in Jakarta.
