- The validity of the freedom regime in outer space regulated in the Outer Space Treaty in 1967 brings about many countries able to explore freely and use the outer space. One of the use of outer space is marked with various outer space satellite launching and operation which may cause a failure and hazard and or big loss on the surface of the earth such as the space shuttle explodes, the rocket does not meet the target or possibly the space objects drop down or the debris which enters the earth orbit so that causes a damage for another party. This will create another international responsibility related with the jurisdiction problem and controlled by the launching State to its space objects in the outer space.
