  • The purpose of this research is to (1) analyze the factors affecting the production of rice farmers in the period before and after the determination of HET, (2) Calculate the amount of use of production factors, production costs and income of farmers before And after the determination of HET, (3) The comparison of rice farmer's income before and after the determination of HET by the government. This research was conducted in Dusun I Desa Agung Lempuing, OKI District in January 2019. The research methods used are the survey methods and the sample withdrawal methods used in this study are simple random sampling. The data collected is primary data and secondary data. Based on the results of the research obtained conclusions (1) There is no real influence of the highest retail price (HET) on production costs and income at the producer level (2) factors that have a noticeable effect on rice production Before the determination of HET is a land area and urea fertilizer whereas after the determination of HET is land area and pesticides, (3) Factors of rice production before the determination of HET is a land area of 0.72 ha, urea fertilizer as much as 304.75 kg, SP36 fertilizer as much as 338.89 kg, Pesticide as much as 8.84 LT, and labor as much as 53.50 HOK with production cost of Rp 8.696.949,94 as well as farmer income of Rp 47.168.050,06 and the rice production factor after the determination of HET is land area of 0.72 ha, urea fertilizer as much as 470 kg, SP36 fertilizer as much as 408.33 kg, pesticides as much as 11.47 LT, and labor as much as 64.46 HOK with a production cost of Rp 8.975.763,83 as well as farmer income of Rp 39.139.791,73 (4) The average income of farmers before and after the establishment of HET showed a noticeable difference that the farmer's income was greater before the establishment of HET with a difference of Rp 8.028.258,33 caused by increasing the usage and cost of production inputs and the declining production caused by less good weather.
