  • This study aims to create a theme-based quilling paper book for fine motor children. This study was conducted with the subject of research of the group's children B TKIT Robbani Indralaya the object of research in the form of book paper based quilling theme. The development of this paper quilling book uses a combination of Rowntree's development model and Tessmer's evaluation. The Rowntree development model consists of three stages, namely the planning, development and evaluation phase. At the evaluation stage, the formative evaluation proposed by Tessmer consists of five stages: self evaluation, expert review, one-to-one evaluation, small group evaluation and field test. In this study the evaluation is done only until small group stage because only focus on valid product development and practical. Media that have been created in advance validated by material experts and media experts before being field tested. Data were collected through walkthrough and observation. The results of the expert review stage show that the validity of the material is 3.31 with very valid category consisting of the content of the paper quilling activity, the suitability of the needs and the development of children aged 5-6 years, and the readability and suitability of the language used. while validation from media design experts of 4.00 categories is very valid consists of book packaging, display design, font usage, and illustrations in the book the average result of expert review of 3.65 categories very valid has met the criteria of product standards on materials and design books. At one-to-one evaluation stage, the average of children observation result in paper quilling activity with 83.3% result with very good category. and at small group evaluation stage get 92% result category very good seen from ketercapaian indicator determined when child executing activity with paper quilling book with teacher guidance. From all stages that have been done then it can be concluded that the paper based quilling paper theme is declared valid and practical to stimulate smooth motor development of children aged 5 to 6 years.
