- This study had to purpose to know the performance of the Employment Agency and Human Resource Development of the City of Palembang in managing promotions for Civil Servants in the Palembang City Government, thus obtained a figure of description of promotion management performance and what solution to do if it know there were performance decrease existed during promotion management. Methodology of this study uses a qualitative descriptive method. Tests do not use large samples and are not analyzed statistically. The results of the study show that the factors that caused the delay in promotion were the lack of incomplete files and facilities. Broadly speaking, the results of the study can be concluded that the quality of promotion in the Employment and Human Resources Development Agency of the City of Palembang has not been maximized and some improvements are needed in several aspects.
