  • This research is motivated by the number of teenagers who often abuse drugs in their daily lives, without knowing the adverse effects that will occur on them. This study was analyzed using measures of policy implementation referring to the theory of Brian W. Hoogwood and Lewis A. Gunn by using three dimensions consisting of three stages of implementation namely, stage one consisted of activities. a. describe the plan of a policy with clear goal setting, b. determine the standard of implementation, c. determine the costs to be used. The second stage is the implementation of policies by utilizing staff structures, resources and procedures. The third stage is an activity, a. determine the schedule, b. monitoring, c. conduct supervision to ensure the smooth implementation of policies. In this study using a qualitative descriptive method, the discussion in the study was directed to find out how the process of drug prevention among adolescents by the South Sumatra BNNP. The results of the study revealed that the implementation of policies carried out by the South Sumatra BNNP was still not effective in preventing drug abuse among teenagers, This can be seen from the stages of the implementation of activities that have not been running well as well as the lack of quality human resources and qualified human resources, as well as a budget that is lacking in supporting the implementation of activities.
