  • ABSTRACT The research in this thesis is motivated by problems related to the implementation of the strategy of the Communication and Information Office of Palembang City in improving the performance of civil servants who are still not maximal. The purpose of this research is to find out how the implementation of the Strategy carried out by the Office of Communication and Information of the City of Palembang in improving the performance of civil servants. The research method used is descriptive with a qualitative approach. Data collection techniques include documentation and in-depth interviews, analyzed by validity testing using the triangulation method. This study uses a strategy theory from David where there are six dimensions namely Cultural Development, Organizational Structure, Marketing Business, Budget, Information Systems, Compensation. The results of this study found several problems related to the dissemination of the performance improvement program that was not carried out in depth, the absence of transparent data on absenteeism provided and the imposition of cuts on the TPP received. Based on the results of the study, it can be concluded that the implementation of the strategy is not going well because it is not in accordance with the decree which is the benchmark in implementing the strategy because if based on the decree it should be cut based on the number of absences that have been carried out but not cut . Suggestions for the Communication and Information Agency of Palembang City to make cuts to the TPP given are in accordance with the decree which is the benchmark for implementing the strategy so that the resulting performance can be maximized.
