- The study aimes to find out how the efforts of civic education teacher develop values the fourth principle of Pancasila in twelfth grades of SMAN 7 Prabumulih. Informants in this research consisted of a civic education teacher who teache grades welveas a key informant and 3 twelve grades students as member check from the purposive sampling. This research used descriptive method with qualitative approach. Data collection techniques used were interview techniques, observation and documentation. Validity test data used were credibility test, transferability test, dependability test and confirmability test. Data analysis techniques used were data reduction, data presentation and conclusion. The teacher who has done in developing values the fourth principle of Pancasila to student include learning is done and even outside learning too. Some matters that a teacher has done was to use relevant learning methods and teach good values through concrete examples in everyday life. Furthermore, the development of values the fourth principle of Pancasila whichwasconducted by outside the learning, for example by teaching the students to recognize the values of democracy through other school activities such as to be involved in the election of osis member andestablishing the member of Empat Pilar Kebangsaan through simple meetings involving deliberations in the settlement so that step by step the student saccus to med them selvesto recognize and realize the values.
