  • This development research was aimed to produce a picture book which containing hand washing material. This development used combination of Rowntree's development model and Tessmer's evaluation. Rowntree development model consists of three phases, namely the planning phase, development phase, and evaluation phase. During the evaluation phase, Tessmer consisting of five stages proposed formative evaluation: self evaluation, expert review, one-to-one evaluation, small group evaluation and field test. Data collection techniques used walkthrough and observation. The result of data analysis showed that in the evaluation phase of expert review, the average score of the result of the assessment from the experts in book 1 was 3.81 (very valid category), book 2 was 3.87 (very valid category), and book 3 was 3, 93 (very valid category). In the phase of one to one evaluation, the average of the results of observation of children with book 1 was 83 (very good category), book 2 was 83 (very good category), and book 3 was 83 (very good category). In the phase of small group evaluation, the average score of observation in book 1 was 85 (very good category), book 2 was 85 (very good category), and book 3 was 86 (very good category). In the field test phase, the obtained value of observation in book 1 was 77 (good category), book 2 was 87 (very good category) and book 3 was 86 (very good category). From all the phases that have been done then it can be concluded that the picture book of handwriting material declared valid, practical, and effective to develop potential effects for children.
