  • Marginal women are part of disadvantaged people who have problems or are very vulnerable to the impact of social risks caused by their marginal conditions. In real life, marginal women are less able to play an active role in the family economy. Marginal women are said to be helpless because many of them do not have a tertiary education, as housewives, are unemployed and depend on their husbands' income. The characteristics of a marginal person are a group of people and individuals whose income per capita is low so that they are categorized as poor, so they are included in marginal groups. The method used is a qualitative research method. Data collection techniques in this research are observation, in-depth interviews, and documentation. Determination of the informants in this study using a purposive technique, with the number of informants as many as 8 people consisting of five key informants namely the government of Kelumbi Village and three supporting informants namely the makers of Sumbi Vest herbal medicine in Kelumbi Village. While the strategy uses Empowerment Theory from Jim Ife regarding the provision (facilities) and participation. The strategy used by the Kelumbi village government in this case provides opportunities, knowledge and skills. To marginal women in the village of Kelumbi through empowering marginal women through the entrepreneurship of Sumbi Vest herbal medicine so that marginal women can be empowered and develop better. The Kelumbi Village Government participates in empowering marginal women in the Kelumbi village through the Sumbi herbal medicine entrepreneurship.
