  • This research is based by several phenomena, namely one indicator of the success of development inthe health sector is the maternal mortality rate, this illustrate how the quality of maternal health. The problem of maternal health quality is improved through the program of maternal health services. In local government clinic as a basic health service unit must implement a program of health services for pregnant women both promotive and preverentive care based on the Regulation of the Minister of Health RI number 43 of 2016. This study aims to obtain information about the implementation of the program as well as inhibiting and driving factors in thea implementation of the Healthy Living Movement programin the field of health services for pregnant women. This research was conducted at the Health Office and UPTD in Batumarta local government clinic VIII east OKU Regency. This type of data used is primary data and secondary data, while data collection technique is carried out through observation, interview, and documentation techniques. This research used the implementation theory model proposed by Donald Van Meter and Carl Van Horn. The results of this study indicated that the implementation of the program has not run optimally. That is due to the limited social environment that is less supportive. Some efforrts are needed to improve maternal health services such as equitable laboratory testing and classes of pregnant women for all pregnant women, addition of human resources, and commintment from the government to work together to provide guidance to communities with certain social conditions through socialization and assistance that can increase knowledge and public awareness of the importance of health.
