- The research in this thesis is motivated by problems related to the implementation of the code of ethics policy. In achieving the objectives of the code of ethics policy to improve discipline and good ethical codes. The purpose of this study was to find out how the implementation of the code of ethics was carried out by the Regional Personnel Agency of South Sumatra Province in the implementation of the code of ethics of the state civil apparatus. The research method used was descriptive with a qualitative approach. Data collection techniques include documentation and in-depth interviews, analyzed by data validity test using data condensation techniques. This study uses the theory of public policy implementation from Edward George III, where there are four dimensions, namely Transmission, Resources, Disposition and Bureaucratic Structure. The results of this study found several problems in the attitude of the implementers of the available policies and facilities, and the Standard Operating Procedures that are temporary. Based on the results of the research conducted, it can be concluded that the implementation of the code of ethics policy is not working optimally because there is still a function of the implementation of policies that have not been implemented properly such as the attitude of the implementers of the code of ethics and inadequate facilities. Suggestions for the Regional Personnel Board of South Sumatra Province to run as much as possible so that the implementation of the code of ethics policy runs well.
