This research was motivated by the traffic activity is high enough in the city of Palembang did not rule out the occurrence of violations, violations in the field of transport that is licensing the route of public transport in the city of Palembang bus transportation. This shows yet fulfilled the function of the State and the Regions in issuing an operating license for the transportation of persons in the stretch form of public transport permits. The purpose of this study was to determine how the implementation of the city of Palembang local regulations No. 15 of 2011 (A Study on Implementation of Public Transport Permits Route Palembang city bus transport). This study used descriptive qualitative research was done in the transportation department city of Palembang, on the implementation of local regulations the city of Palembang No. 15 of 2011 (the study on the implementation of the levy route permits bus transportation city of Palembang), data collection techniques used were interviews, observation, and dokumentas. Data analysis technique used is Model Miles and Huberman. From the research carried out showed that Palembang city transportation agencies to implement these regulations by means of socialization to the owners of Palembang city bus transportation, and provide penalties for the owners of transport which do not have bus transportation route permits the city of Palembang. Based on the results obtained the conclusion that the implementation of the city of Palembang local regulations No. 15 of 2011 a study on the implementation of the levy bus transport route permits by the city of Palembang Palembang city transportation department has been running quite well, and can be carried back the following year.
