PERLINDUNGAN HUKUM TERHADAP HAK PENYANDANG DISABILITAS ATAS AKSESIBILITAS FASILITAS UMUM DAN FASILITAS SOSIAL DI KOTA PALEMBANG

- The existence of the Palembang Regional Regulation Number 6 of 2014 concerning Protection and Social Welfare Service for People with Disabilities shows that the Palembang City Government has sought to fulfill their rights especially the eccessibility rights of public and social facilities in the city. Although in practice the regional regulations have not been able to guarantee and fulfill the rights of people as a whole because of public and social facilities avaible not maximized in providing accessibility for them, still we should give an appreciation to the government since the government has sought to fulfill their rights as citizens by providing the regional regulation. In terms of implementation, there is still a need to improve so that the rights of the people can be fully fulfilled. The followings are some indicators that have not been maximized in implementing the rigts of people with disabilities; firstly, the government of state as a policy maker; secondly, the low understanding of person with disabilities as citizens about their rights relating to accessibility rights which results in their needs being neglected; thirdy, since there is no special budget intended to fulfill accessibility rights, the constructions of public and social facilities in Palembang is not optimal.
