- This study aims to find of how the implementation of policy about the provision of satyalancana karya satya in the field whether it is suitable with the current regulations, and to know the factors that cause at least the satyalancana and the time in giving satyalancana karya satya to civil servants Palembang. This study uses Adam Smith’s theory that sees a bottom-up policy. In Smith’s theory there are four main variables, namely, idealized policy, target group, implementing organization, and environmental factors. The results of the study based on the data obtain when conducting interviews using four main variables of smith’s theory to get results on the idealized policy variable has not gone well, there are many shortcomings between agencies in carrying out policies that should be run based on applicable regulations.
