- The background of this research is that the process of implementing the licensing, structuring and management of Traditional Private Markets has not been maximized by the Palembang Jaya Regional Market Company. The research location here is the Km 5 Morning Market in the city of Palembang. This thesis aims to find out how the Implementation of Palembang Mayor Regulation number 11 of 2013 concerning Guidelines for Licensing, Arrangement and Management of Traditional Private Markets in Km 5 Morning Market in Palembang City. The type of research used is descriptive with qualitative methods. Data collection is done by means of documentation, observation and in-depth interviews. The theory used in this study is the theory of policy implementation from Ripley and Franklin, where the success of policy implementation is influenced by three aspects, namely the level of compliance, the smooth functioning of the routine, and the realization of desired performance and impact. The results showed that the Implementation of Palembang Mayor Regulation No. 11 of 2013 concerning Guidelines for Licensing, Arrangement and Management of Traditional Private Markets had not sufficiently fulfilled all aspects of Ripley and Franklin's theory because there were still obstacles in the implementation, namely the market manager did not provide facilities in the Morning Market Km 5 so that the achievements in market arrangement are not in accordance with the policies made.
