- This research is entitled “Implementation of Minister of Agrarian and Spatial Planning / Head of National Land Agency Number 12 of 2017 concerning acceleration of Complete Systematic Land Registration in the Land Office of Muara Enim Regency in 2017”. The purpose of this study was to find out how the implementation of Minister of Agrarian and Spatial Planning / Head of National Land Agency Number 12 of 2017 concerning acceleration of Complete Systematic Land Registration at the Muara Enim Regency and Land Office in 2017. This study used a qualitative descriptive method. This study uses the theory of Donald Van Metter and Carl Van Horn can be assessed using six dimensions, namely : 1. Size and objectives of policy, 2. Resources, 3. Characteristics of implementing agents, 4. Attitudes / Trend of Executors, 5. Communication between organizations, 6. Economic, Social and Political environment. The problem in this study is the achievement of the targets and Realization of Complete Systematic Land Registration Program at Muara Enim and Land Office has reached 86.9% but there are still 59% of certificates that have been printed have not been submitted to the community, the limited number of HR with high target conditions causes the implementation of the program was not carried out properly, there were several obstacles such as the lack of facilities and infrastructure, PTSL applicants were difficult to present during the measurement activities due to some busyness and the applicant did not install boundaries for several reason, delaying the implementation and completeness of administrative requirements. The applicants, and not all PTSL or community participants were still absent from the counseling so that there were many misunderstandings in the field. It is recommended that the Muara Enim Land Office should further improve its performance in providing information to the public regarding land registration information, information about the conditions the applicants must have at the same time if there are fees charged to PTSL participants
