  • The background of this research is that there are still some employees who are not aware and underestimate the importance of safety, the cause of an accident. This research was analyzed using a measure of the success of policy implementation referring to the Mazamanian and Sabatier theory by using three dimensions, namely, the dimensions of problem characteristics, policy characteristics and policy environment. The method used in this research is qualitative methods. The research technique of collecting data was done through in-depth interviews and documentation studies. The results of the research revealed that to overcome the problem of lack of compliance in the use of Personal Protective Equipment, PTBA management had made several programs / activities such as training, induction, work shop, socialization, work meetings, golden rules 1, 2, 3 but there were still high levels of violations namely violation of the rules for using PPE. The contents of the implementation of the occupational safety and health policy at PTBA are quite clear, the linkages and support of various implementing institutions in PTBA especially in the K3 section have been well established and the consistency of the rules has been well implemented. The socio-economic conditions of employees are no longer an obstacle in policy implementation because the company has equipped employees with supporting facilities at work, besides the implementation of this policy has the support, partners and the local community. And the manifestation of commitment and quality of policy implementers is that they succeeded in getting several awards in the field of K3. From the results of this research, suggestions that can be given to K3 management need to increase supervision in the mining K3 sector especially to new employees so that they can implement all policies that apply in PTBA Tanjung Enim.
