ANALISIS PEMENUHAN INDIKATOR KOMITMEN PELAYANAN PADA PELAKSANAAN PEMBAYARAN KAPITASI DI PUSKESMAS MAKRAYU KOTA PALEMBANG TAHUN 2018

- Makrayu Primary Health Care received capitation payments for 92.5 % of the capitation norms that had been established, it was caused by this Primary Health Care had fulfilled one indicator of service commitment targets which was RRNS indicator but two other indicators hadn’t reached the target (Angka Kontak (AK) indicators 49.77 % and RPPB indicators 23.82 %). The purpose of this study to determine the fulfilling the indicators of service commitment on Capitation Payment implementation in Makrayu Primary Health Care 2018. Qualitative research design, used in-depth interviews, observation and document study. The number of informants in this study were four informants, which were the Head of Health Care Departement Palembang City Health Office, Head of Primary Benefits Guarantee BPJS KC Palembang, Head of the Primary Health Care Makrayu and the Head of Administration Primary Health Care Makrayu. The results showed that human resources had been available in accordance with Permenkes 75 2014, training was limited to one person per one meeting. Infrastructure was in accordance with accreditation standards. Source of funds had been sufficient and allocation ofcapitation funding was in accordance with Permenkes No.19 of 2014. There had been guidelines in the division of duties and responsibilities. The planning process has been going well, but there is still lack of innovation in the leadership of Puskesmas in providing direction and supervision related to the fulfillment of service commitment indicator target. The division of duties and responsibilities had been good enough in Makrayu Primary Health Care. Implementation of fulfillment indicators target was already good but there was constrained from lack of understanding and participation of community. There wasn’t supervision which related to achievement of the target indicators. It could be concluded that the fulfillment of service commitment indicators in Makrayu Primary Health Care still wasn’t optimal. Makrayu Health Center should be more innovative in the preparation and supervision Makrayu Primary Health Care as an effort to fulfill target of commitment indicator and increase promotion and education effort to society .
