- This resesreh is motivated by the distribution activities in the prosperaus rice program (Rastru) which hetween the plans and their imptementation have not been implemented praperly, this is seen {rom the accuracy af the indicator {6 T) Rastra. This study aims to determine the implementstion af distributian aetivities in the Prosperous Rice ,Subsidy Pragram (Rastra) in Sungoi Lilin Yillage, Sungai Lilin District, Musi Banyuasin Regency in 20t7. The theory useci in this study is the implementatian theary proposed by Meriile S. Grindle, whieh eonsists oJ'two variabte that is the content of policy and context of policy. The method used in tbis study is descriptive qualitative by using primary dats sources through interviews and secondary data through documents, the internet and athers. The results of this study indicate that the irnplementation of distribution activities in the prasperous rice subsidy program {Rastra) in Sungai Lilin Village in 2Al7 has not been{ully implemented in accordance with the Technical Guidelines (Juknis) standard, there are several tasks that carry aut the llastra distribation whose implementation is not yet appropriate, namely inspectian, distribution and Rastra (I{IR) redemptian prices. The advice given is, _for theory, in implementing a policy should not only pay attention to the smooth work of the work in the implementation of public policy, hut also pay attention to the quality at the implementation of public policy. Practical advice, every job carried out by the distribution organizer is recommended to be carried out in accordarice with the applicable rules and standard operating pracedures (SOP), as the implementer at the Rastra distributian, sub district ffice advised to not only focus on quantity checking, but also to pay attention to the quality checking of rice , snd it is necessary to h*ldwark skitls traiping for human resoarces (HR) in order to comply with all applicable regulations.
