- This research is based on the existence of problems regarding the accountability of permission letter, environmental impact analysis in Badan Ungkungan Hidup of Palembang city which has not been done yet. This study aims to see the accountab,l1ty of publishmg service permit decree, Environmental Impact Analysis at Sadan Ungkungan 1/idup of Palembang city is still questionable accountabibty. This study used descriptive qualitative method. Data collection techniques used in this study are observation, znterv,ew and documentation. The theory used in this research using the theory presented by Shetffa Elwood is Accountability Process, namely : a. the existence of compliance with the procedure, b. the existence of responsive public services, c. the existence of careful public services, d. the existence of public services at a low cost. The results of this study indicate that the accountability of publishing service permit letter, environmental impact analysis at Badan Lingkungan Hidup of Palembang city is not good enough because the implementation of the issuance of the decree is not fully in accordance with the applicable law. Hope in the fature Badan Lingkungan Hidup of Palembang city can carry out its obligation to issue permission letter, environmental impact analysis which is based on applicable law, that is execuJing in accordance with the time that has been established and can be accounted for.
