- Research from this paper based on operational budgeting problem that complained of inadequate for patrol activities carried out by police officers in providing protection, guardianship and service to people in Palembang , South Sumatera . This research aims to find out how to manage operational budgeting of patrol activities in providing protection, guardianship and service in the Police Sector of ilir Timur II in Palembang. This type of research paper is descriptive research that uses qualitative research methods. The data used in this paper contain primary data and secondary data obtained through observation, interviews and documentation. This research was analyzed using the theory of budgeting management according to Rahardjo Adisasmita that focused of planning, implementation and supervision. Result of this paper showed that operational budgeting in patrol activities in the Police Sector of ilir Timur II are good enough , but there are still deficiencies in some aspects. This is because the budget that requested and the budget that obtained is not balance , because operational budgeting that obtained from APBN is always decreases. Even so, the police have always tried to provide the best service to people to avoid security violence and keep people life safety.
