- This research aims to produce interactive multimedia learning based contextual on the matter of threats to national integration that are valid, practical, and have potential effects. The research method used is the development method with the model of Hannafin and Peck. Media validation is assessed through three experts: material experts, media experts, and linguists. Validation of material included in category is very valid with mean 4 .3, validation of media included in category very valid with mean 4 .5, and validation of language included in category very valid with mean 4 .1. Practicality was assessed using the one to one stages tested to three students with a mean of 4.4 included in the very practical category and small group stages tested to six students with a mean of 4.3 included in the very practical category. In the experimental stage of contextual-bas ed multimedia learning in 32 students of class X students have a potential effect to improve students' learning motivation, proven, as evidenced by the level of learning motivation of 79% included in high motivation category, because based on 60-80% interpretation criteria is the motivation high. Based on these results show that contextual based learning multimedia on the rights and obligations in the democracy declared valid, practical and has a potential effect for students' motivation Vocational High School.
