- The problem of poverty in this country seems to be a utopian thing to be solved. Efforts continued to be done by the government through programs of poverty alleviation, which is expected to be able to empower the people on the category of the poor. The city of Palembang as the capital of South Sumatra Province is not spared from this problem of poverty.Government of Palembang city, through social service, has a program's Assistance Food Non Cash (BPNT) in Palembang city, which is one of the flagship program of the Ministry of Social Affairs of the Republic of Indonesia in terms of poverty alleviation. If BPNT be one of the flagship program that should have been able to reduce poverty every year because targets of this program underprivileged families. Research using the descriptive approach and mixed approach (mixed method), through technical documentation, observation, and interviews, as well as the spread of the questionnaire, which involves 99 respondents as samples in measuring the effectiveness of the program BPNT in the city of Palembang. Based on the results of this study indicate that the BPNT Program in Palembang City has been successfully implemented, but still not effective with an effectiveness level of 56% which refers to the Ministry of Home Affairs R & D value category in Budiani (2009), using Duncan's theory cited by Steers, namely the achievement of goals , integration and adaptation.
