  • The purpose of this study were to 1) Analyze the differences in income of cassava farmers who supply their crops to the People's Tapioca Flour Industry (ITTARA) with those that supply to large factories due to the different ratiractions on both industrial scales. 2) Identifying the causal factors behind the People's Tapioca Flour Industry is still active and remains as a populist industry 3). Analyzing farming production factors and measuring their level of efficiency. This research was conducted in Muara Jaya Village, Sukadana District, East Lampung Regency in January 2018. The results of this study are 1) With the Independet sample t-test there are differences in the income of farmers who sell their crops to large factories and those selling factories of the People's Tapioca Flour Industry (ITTARA) and there are also differences in production. The average income of farmers who sell their crops to large factories is Rp. 7,189,903 per hectare and the average income of farmers who sell to ITTARA factories is Rp. 9,836,556 per hectare. 2) With a descriptive analysis of the determinants that led to the People's Tapioca Starch Industry (ITTARA) Rukun Sentosa persisted as a populist industry because of the availability of raw materials, the existence of good market opportunities and prospects and the strong commitment of ITTARA owners in carrying out their business. 3) Factors that significantly influence the production of ITTARA farmers are land area, NPK fertilizer, Urea, pre and post-planting pesticides. The value of production elasticity (production coefficient) which produces a value of -1.547 indicates that the scale of return of cassava farming of ITTARA farmers is in a declining state (Decreasing return to scale). Seed variables, NPK fertilizer and post-planting pesticides show the value of NPMXi / Hxi <1 where the use of production factors is inefficient, while Urea fertilizer, pre-planting pesticides and labor variables show NPMXi / Hxi> 1 means that production factors are not efficient and need to be added . Production factors that have a significant effect on the production of Non ITTARA farmers are the area of land, seeds, NPK fertilizers, pre- and post-planting pesticides. The cassava production elasticity shows a value of -0.508 which means that the scale of return of cassava farming for Non ITTARA farmers is in a declining state (Decreasing return to scale). The entire variable of Non ITTARA farmers shows the value of NPMXi / Hxi <1 which means that the use of production factors is inefficient.
