  • This research is backgrounded by the development of civil servants to be one of the important things that must be considered in an office or organization so that employees can work and contribute to the office for the purpose can be achieved but in reality despite the already implemented employee development from education and training as well promotion still employees cannot work optimally. This research was conducted by using descriptive qualitative research method. This research entitled "Development of Civil Servants (PNS) at the Office of Transportation Government of Palembang City" This study uses Moenir Theory with 3 dimensions of Education and Training, Promotions And Mutations. Informants in this study are Secretary of the Department of Transportation, Head of Subdistrict and Public Affairs, Staff Personnel and General and employees DISHUB Palembang. Data retrieval techniques include Interview, Observation and Documentation. The results of this study indicate that the development of civil servants in the Department of Transportation Government of Palembang has not been maximized, because in the implementation of education and employee training only follow two training course. While on the promotion there are still employees who are not competent to occupy a position and the employee mutations are only moved-assigned because to seek a new atmosphere. This shows that the Department of Transportation of the City Government of Palembang is still lacking in carrying out the development of employees.
