- This thesis is aimed to analyze the budget management of the Regional Order and Security Strategy Development Program at the Palembang City Police Resort.Moreover, this thesis is also aimed to identify the factors that influence the budget management of the program. The type of research used in this thesis is descriptive research, which uses qualitative research methods. The type of data used is primary data and secondary data, while data colletion techniques are carried out through observation, interviews and documentation. This study uses budget management theory. The result showed that the analysis of the budget management of the Regional Order and Security Strategy Development Program at the Palembang City Police Resort in 2014 had not yet reached its targets and objectives optimally. This is because based on the data and information obtained that the realization of the budget of the program is only 97%. In addition, in determining the activity plan, the target set is not proportional to the proposed budget. The contraints faced were the lack of socialization in several programs, and the lack of supervision held by the state Police Department in the activites program that carried out.
