  • This study aims to produce two teir multiple choice test instruments that are valid, practical and have a potential effect to measure students’ cognitive abilities of the level of understanding on the material of international relationts. This research used Sukmadinata development model which consist of three stages, preliminary study, initial draft compilation and trial. Validity of instrument test asassed by three expert thal material experts, linguists and evaluation experts. The validity of material with an average of 4,36 categories is very valid, validity languages with an average of 4,00 including valid category and validity of evaluation with an average of 3,80 in valid category. Asessing the practicality of the instrument test was at the time of one to one stage with an average 4,00 practical categories and small group stage with an average of 4,20 categories was very practical. Phase field test to measure students’cognitive ability level of understanding with the results 62% of students tend to understand the material tested. Based on these results obtained shows that the two teir multiple choice test instrument was declared valid, practical and has a potential effect on the student’s cognitive achievment level of understanding.
