- Abstract The State of Indonesia are the State of law, which mentioned in the Article 1 (3) the Constitution of 1945. As the consequences of implementation of the State of law, therefore, whole, the operation of the nations and the state must be based to the rule and law. The government as the important part of the state must be implemented and furnished by the rule and law. The government, as part of the organization of the state are found the part of administrator of government organization, which expected able to support the implementing of the good governance principles, as expected by the Constitution of 1945.To implementing the principles of governance, in the fact found the several problemns and threaths of the government administrator, so that, the expectation of the government administrator can be done well, are not fel maximize work yet. The problems can be seen of the not change the work paradigm yet of the government administrator from work serviced to work servicing. The next threaths are still have so many weakneses the rule and regulation of the principles of good governance. Accured, misharonising among the rule and regulation of the principles of good governance, sothat, unmaximize of implementing of services to the society.Therefore, are very needed to implemented the revising, harmonizing and socialization the rule and law in respective with the principles of good governance and reform of the birocration, so that, the hope of successfully the perfecting of public services can be done well.
