- One of the common unsolved practices of fraud is corruption. Public sector has become sector that is susceptive to be an area in which the corruption is practiced. The number of corruption cases that tends to rise indicating the weaknesses of prevention tools. However, contemporary management beliefs that the value of efficiency has always been the enterprises’ campaign. This research provides win–win solution for both rigorousness of control and efficiency of operations including the breakdown of corruption practices. This research uses literature review methodology. The problem emerges when embedding tools to existed control does not solve the problem due to its requirement for more human resources, documentation processes, and more units of control. The research suggests the organizational and systematical improvement for better corporate governance practices. This research emphasizes on how procurement leadership and notes of disclosure, and whistle-blower system are the solutions to enhance both efficiency and security. Through this nature of system, the risk of corruption shall be narrowed and the cost of information flows shall be reduced as the holistic implementation of the value of transparency and efficiency.
