- AbstractVillage development planning is one of the initial stages in the village development process.In village development planning, community participation is very important becausepeople are more aware of the problems and potential resources available. Theexistence of the Village Community Empowerment Institution is expected to be able toinitiate and motivate the participation of rural communities in village development planning.Although it seems cliché, honesty, sincerity and good communication from thevillage government, the Village Consultative Institution and elements of the communityare key to the success of comprehensive village development planning.This study uses content analysis method with a qualitative approach. The conclusionof the research results is; 1) The mechanism of village development planning is carriedout in accordance with the Law of the Republic of Indonesia Number 6 of 2014 concerningVillages and the Regulation of the Minister of Home Affairs of the Republic ofIndonesia Number 114 of 2014 concerning Guidelines for Village Development; 2) TheVillage Community Empowerment Institute plays a very important role in village developmentplanning, which is related to: a) Accommodating and channeling communityaspirations; b) Engagement in the preparation of participatory development planning;c) Grow community participation; and d) Exploring the potential of natural resourcesand environmental compatibility within the framework of development planning in thevillage.Keywords: village community empowerment, planning, development, village
