- AbstractThe phenomenon used as research object is Community Empowerment in South WasileSub-district of East Halmahera Regency. The purpose of this research is to know howbig the influence of apparatus competence to community empowerment in South WasileSubdistrict, and also to discuss the problem of apparatus competence in implementationof consultative function of partnership and advisory function in PNPM Mandiri implementationin South Wasile Sub-district of East Halmahera Regency. The research methodused is explanative method with quantitative approach. Data collection was doneby literature study and survey. Determination of samples in this study using the slovinformula of the total population of 154, so that the samples obtained are as many as 111respondents. Based on the discussion of the research results obtained conclusion, namelythe influence of apparatus competence on community empowerment in South WasileSub-district of East Halmahera Regency.Keywords: competency apparatus, and community empowerment
