- AbstractThis paper discusses about how a Partnership and Environtment Program (PKBL) conducted by the State-Owned Enterprises (SOEs), especially in the field of mining can be carried out to the society around mine in this case directly impacted by mining enterprises through the regulation of the Minister of State-Owned Enterprises (SOEs) No. Per-05/MBU/2007 about the Partnership Program State-Owned Enterprises with small businesses and Environtment Program, as well as synchronization with other positive law in Indonesia. This Program is part of the Corporate Social Responsibility (CSR) to improve the welfare of society around mine. AbstrakTulisan ini membahas mengenai bagaimana suatu Program Kemitraan dan Bina Lingkungan (PKBL) yang dilakukan oleh Badan Usaha Milik Negara (BUMN) khususnya di bidang pertambangan dapat dilaksanakan kepada masyarakat lingkar tambang yang dalam hal ini terkena dampak langsung oleh usaha pertambangan melalui Peraturan Menteri Negara Badan Usaha Milik Negara (BUMN) Nomor Per-05/MBU/2007 tentang Program Kemitraan Badan Usaha Milik Negara dengan Usaha Kecil dan Program Bina Lingkungan, serta sinkronisasi dengan hukum positif lainnya di Indonesia. Program ini merupakan bagian dari Corporate Social Responsibility (CSR) untuk meningkatkan kesejahteraan masyarakat lingkar tambang.
