- Abstract. Learning problem solving is an approach to learning using real-world problems as a context for students to learn about critical thinking skills and skills in solving problems, as well as to acquire the knowledge and the essential concept of the subject matter. This study aims to (1) describe the process of software development based learning problem solving Polya model in improving critical thinking skills, (2) presents the results of the development of devices based learning problem solving Polya model in improving critical thinking skills on the material sequence of numbers, (3) describe increase problem solving based learning Polya model in improving critical thinking skills to be effective in improving student learning outcomes. This research is the development (development reasearch) Plomp models. All data collected were analyzed descriptively qualitative and quantitative. Results of the data analysis concluded that (1) the development of learning tools based development model Plomp with through the stages: 1) preliminary investigation, 2) design, 3) the realization or construction, and 4) test, evaluation, revision, (2) learning device is produced lesson plans, worksheets, books Student and THB, (3) learning problem solving Polya model is effective in improving student achievement seen from an average of THB 78,42 and 84.6% of students completed the achievement test, and based on observations recapitulate students' critical thinking gained 82.1%, demonstrating the critical berpkir students in both criteria. After the entire device development and research instruments valid criteria, then the learning device tested in order to obtain a valid product development, practical, and effective. Application of problem solving learning device Polya model effectively improve students' critical thinking skills. Keywords: problem solving, Polya model, learning material, critical thinking,
