  • Indonesia is strategically located in the ocean with vast potential resources, particularly fisheries which are critical for the nation’s development. As a result, it is imperative that the Indonesian government continually maintains sustainable fisheries. Nevertheless, the Indonesian government still faces numerous obstacles, including Illegal, Unreported, and Unregulated (IUU) fishing practices. The challenges are mainly caused by IUU fishing,; thus, such illegal practice should be abolished by the creation of related public policies. As a non-traditional security issue, the solution should not only include domestic policy, but also foreign policy which will continually be implemented through inter-state cooperation. This inter- state cooperation is necessary as IUU fishing does not only happens in Indonesia, but also in other countries, especially Southeast Asian countries. This study utilizes descriptive-qualitative research method. The data collected for this research are qualitative in nature, which come from literature reviews and in-depth interviews with a representative from ASEAN Political- Security Cooperation, as well as the Director of Fisheries Resources Surveillance. Theories and concepts used in this study include neoliberalism, foreign policy, international regime, non-traditional security, regional cooperation, and transnational crime. Through this study, it can be concluded that IUU fishing cannot be combated by a nation alone. Cooperation between countries is required to tackle this problem, especially by using ASEAN forums as platforms. However, ASEAN will not be able to play its role efficiently as its role is limited due to the principle of non-interference. Through this study, IUU fishing is treated as a domestic affair from the perspective of Indonesia and other ASEAN members, as shown through the bilateral approach that are taken. It should be noted that IUU fishing is considered as a transnational crime, and cannot be combated to its substantial roots if a bilateral approach is maintained.
