- This thesis will explain how to solve Trade Disputes Settlement Anti- Dumping Custom Duties Imposition Towards Indonesian Paper Products by South Korea in WTO. This dispute was started when South Korea gave imposition Anti- Dumping custom duties towards Indonesian paper products. Indonesia felt disadvantaged with the imposition of custom duties. Because of that, Indonesian sides brought this dispute to WTO to obtain justice. In the process of dispute settlement in WTO, Indonesia won that dispute which WTO decision was recommending South Korea to abolish imposition of custom duties towards Indonesian paper products. It turned out South Korea did not obey under Dispute Settlement Body recommendation, which has been approved by them which is a body under WTO. Indonesia did not do any kind of action to South Korea because of the asymmetric interdependence between Indonesia and South Korea. It reflected that asymmetric interdependence has often become disadvantages side which has more interest rather than other sides. This research is based on liberal perspectives. The concepts that is used to do on this research are ; globalization, interdependence, economic liberalization, international trade, trade policy, international trade regime. A research method that is used is qualitative method. Data collections technique that is used are literature technique by finding the source from reading books, interviewing the source which has the capability in their fields, internet. WTO as international trade regime still cannot accommodate interest between develop countries and developing countries. Such as, dispute that occurred between South Korea and Indonesia, WTO still can not give protection to Indonesia because WTO law which only tends to bind and not coercive. It has to be the WTO’s main concern as international trade forum which is expected to guarantee all sides’ interest that become WTO members.
