- The Association of Southeast Asian Nations (ASEAN) has agreed to an ambitious goal to fast-track the creation of ASEAN Economic Community by 2015 which aims at transforming the region into a single market and production based community with one of its specific characters, community with the free flow of skilled labour. Although the implementation and facilitation of ASEAN free flow or mobility of skilled labour has been mainly reflected through the ASEAN Framework Agreement on Services ( AFAS ), AEC has successfully delivered various Mutual Recognition Arrangements ( MRAs ) based on national and ASEAN Qualification Frameworks as well as facilitation of temporary visa issuance among ASEAN Member States. Indonesia, as ASEAN s largest Member State within the context of geography and population should aim to benefit higher when the AEC 2015 has knocked on the door. With recognition of the slow and uneven progress of the free flow of skilled labour, issues and impediments have come across as problems to adapt to respective domestic policies and regulations to meet all the requirements of the MRAs. A much stronger commitment by each and individual ASEAN Member States in particular Indonesia have to be made. Indonesia has to advance and grab the momentum in order to achieve the prosperous and highly improved economic level of Indonesia by expediting the key commitments to be implemented as early as possible.
