  • Development of Indonesian labor migration to Middle East countries especially in Kuwait. This development is accompanied with problems that befall Indonesian labor that work in informal sector. Human trafficking and exploitation has proven the unsafe of Indonesia's system in exporting migrant laborers. Multilateral effort was raised from UN by issued international convention in response to human right issue, this effort offered to Indonesia and Kuwait through the creation of memorandum of understanding between these two countries until the government of Indonesia takes the moratorium action. This research focused in the step and problems encountered by Indonesia in giving protection to the Indonesian labor in Kuwait. This research is based on liberalism perspective, and the concept that being used is; international migration, transnational crime, human trafficking, human security, international collaboration, bilateral cooperation, and securitization. These concepts will be discussed through international relation theory. This qualitative research used analytical method by narration and illustration. The data used by combining primer data from interviewing related side and secondary data from literature, documentation, and website. The result show that Indonesia can not protect its labor in Kuwait, although multilateral and bilateral approach has been done, in the end Indonesia decided to impose moratorium status towards Kuwait.
