- The purpose of this research are to identify factors that affect the income of fishermen in Bengkulu City and determine strategy to increase income of fishing communities in Bengkulu City. The data used in this research are primary data obtained through observation, interviews, and questionnaires and secondary data obtained through from Central Bureau of Statistic Bengkulu City, Office of Kelurahan Pasar Bengkulu, Kelurahan Pondok Besi, Kelurahan Malabro. The result of regression analysis that for the welfare of fishing communities in Bengkulu City, there are several factors that affect it, namely : the technology used, amount of capital support, and restore the function of existing institutions in accordance with its function, and from SWOT analysis found strategy of diversification, namely increase fish production, provide guidance to fishermen on the dangers which threatened in resemble a sea, establish good cooperation between fishermen and the authorities to tackle illegal fishing, and reactive the activities the social institution of fishing communities..
