- The purposes of this research were 1. to identify the general overview of the service in making building construction license at The Cleaning, Gardens, and City Arrangement Department of South Bengkulu Regency, 2. to know the condition of internal and external factors related to the quality of the service of building construction license making process at The Cleaning, Gardens, and City Arrangement Department of South Bengkulu Regency, 3. to find out the strategy to enhance the service in making the building construction license at The Cleaning, Gardens, and City Arrangement Department of South Bengkulu Regency by using SWOT analysis technique. The samples of this research were the staffs of The Cleaning, Gardens, and City Arrangement Department of South Bengkulu Regency, the staff of the District Office, and the communities of South Bengkulu Regency who both had and had not make the building construction license. The samples were selected by using accidental sampling method. The result of this research showed that the service to make the building construction license at The Cleaning, Gardens, and City Arrangement Department of South Bengkulu Regency was done by The City Arrangement Division with time of service of during 15 (fifteen) days. From result interview field hence obtained to identify internal and external factors becoming of impeller factors and resistor factors in service to make the building construction license at The Cleaning, Gardens, and City Arrangement Department of South Bengkulu Regency, while the primary strategy used to enhance the service of building construction license making were by determining The Standard of Operational Procedure and participating in Technology Training on the field of licensing and mapping.
